  • Overview

    Under the direction of the VP Benefits and Payroll, this employee is responsible for Benefit Administration and Payroll processing. Perform all duties professionally and within the bank's quality service standards ensuring the confidentiality of employee information at all times.


    Supervise the Benefit and Payroll Administration and staff.   Oversee & supervise HR Assistant and Benefits Specialist to meet timelines, goals and quality levels. Consistently keep manager aware of any issues as they arise. Coach and cross train employees to rise to the next level of knowledge and performance standards.

    Ensure that all Federal & State Regulations are being followed consistently in regards to payroll and benefits administration. Escalating any concerns up to management. Collect the necessary documentation to file the quarterly Fair Share Contribution online filing, annual Creditable Coverage online filing and annual Form 5500 for our benefit plans, within the necessary timelines. Perform necessary Vendor/Risk Management for vendors related to Payroll and Benefits.

    Work with ADP to manage system updates and upgrades as needed. Maintain system and make recommendations to manager to ensure continued operations and reporting efficiency. We want to ensure full utilization of our products. Maintain a high level of system security within the department and systems.

    Supervise and oversee the tracking of employees’ eligibility as well as termination process is being applied appropriately in regards to all benefits which includes our 401K retirement plan and ESOP. Ensure that the 401k deferral totals are reconciled with our Finance Division and timeline.

    Supervise and coordinate the administrative process of the Annual Open Enrollment process with vendors and other HR staff members. This would include updating the ADP O.E. self-service portal to reflect the accurate upcoming benefit offerings and plan documents; internal communications and coordination of O.E. meetings etc.

    Work closely with our business units to provide various reports and information for upcoming audits as well as various benefit & payroll audits. Reach out to the various auditors in advance to have a clear understanding of what is needed. Gather the necessary reports, procedures, policies and employee information that is requested. Investigate any discrepancies and have a clear understanding of how to resolve. Provide any follow up that is requested. Review & update controls as recommended.

    Investigate and resolve questions from employees and vendors as it relates to our insurance and benefits. This includes our retirement plan, ESOP, health, dental, life and flexible spending plans. Maintain vendor contact to investigate discrepancies and provide information in non-routine situations.

    Coordinate and assign year-end processes and tasks with HR staff members and vendors. Ensure that each step is taken accurately within the necessary timelines. Gather the necessary reports to produce vendor census as needed.

    Prepare for annual benefit budgeting. Review and maintain benefit budget allocations monthly. Notify management of any issues or concerns.

    Coordinate communications, meetings, and events for the HarborOne Wellness Program with wellness vendor and Wellness Committee.

    Ensure HR staff is cross-trained to process leave options to employees as needed. .

    Other clerical and administrative duties as needed.


    Supervise two employees in the Human Resources Department. Responsible for the overall direction, coordination, and evaluation of these employees. Carries out supervisory responsibilities in accordance with the organization's processing policies and applicable laws. Responsible for the overall direction; training; planning, assigning and directing work; appraising performance; rewarding and disciplining; addressing complaints and resolving problems of these employees.


    At least 5 years’ direct recent Benefits Administration and payroll experience in a Human Resources Department. Prior management or supervisory experience is required. Bachelor’s degree with a concentration in Business, HR, or related disciplines is a plus. An excellent knowledge and hands on experience with the administration of various organizational employee benefits programs Health & Wealth benefits including ESOP and 401K retirement plans.

    Superior computer and technical expertise with HRIS, payroll, benefits and retirement benefit software is required. Prior experience with ADP is a plus. Maintain a good understanding of Microsoft Word, Excel, PowerPoint and Outlook. Possess excellent organizational skills in prioritizing workload and managing multiple matters in a fast-paced environment. Ability to maintain highest level of confidentiality regarding personal employee information.                                                                             

    Demonstrated verbal and written communication skills. Must have the ability to present information clearly, succinctly and persuasively to all level within the organization including the ability to make presentations.                                                 

    Strong analytical skills and a demonstrated ability to analyze, interpret information and identify trends; Ability to bring ideas for innovation and improvement in the processes to manager.
